You know, an easy solution to the example "Jo" would be if you could switch to slow track when applying the chronicle. Oh, and "Jo" should slow-track that module so she doesn't go from 6.2 to 7.2 but rather 6.2 to 7.05.
There are still cases where you could create a situation with out-of-tier chronicles that need to be applied, but it would be much less likely that you would cause it and I suspect that most of the cases where someone accidentally gets "caught" could resolve themselves.

It doesn't. but nobody has yet managed to demonstrate that rule actually exists...post it and I for one will immediately change my onion on how this works (if not on how it should work).
To be clear, I think it should work the way IMO it currently does. Making it work the way Andrew Christian thinks it works/should work just introduces a newbie trap (that experienced player will occasionally fall into too) for no perceptible gain.
EDIT: @BretI, how would that work when filling out the chronicle? How would the GM know what values to put in the XP, PP, and gold gained boxes? Or do they just initial blank boxes?

If needed I can build you a Rules Framework to explain why you can't apply out of tier credit to a character.
I don't wish to. I would prefer those saying you can, and that the rules explicitly allow you to, cite the rule that explicitly allows it.

The rule that people keep quoting does not actually state that you can apply out of tier credit to a character.
Example of gaining multiple levels through Pregen caching;
1.) 12 XP from lvl 4 Pregen Cache from tier 3-7 scenarios.
You gain 4 levels, thus Multiple Levels, even though you played a lvl 4 pregen through those 12 scenarios.
This is allowed by the wording of the quoted Rules.

When this is clarified I think it should go in the direction of having the held chronicles applied, even if the character is then out of tier.
With this option, I don't see any way to "game the system." It is more flexible and forgiving for those who don't carefully keep track of their held credit. This is quite possible for someone playing pregens enough to trigger such a scenario.
By restricting it, you can end up causing players to lose held credit which would only serve to disenfranchise players. When that player is already someone playing a pregen, it is quite possible they are already on the edge of fully participating in PFS.
Given that there are two options where one is more player friendly without being harmful to the player or campaign, then that is the one that should become the rules.

Initial GM fills the chronicle out as per normal.
Either the GM for the session that put the character into the next level amends them or the GM for the next session they play.
It hopefully shouldn't be a common situation.
I'm sure there are other possible solutions. This is the first one that came to mind.

What I'd like to see now though, are suggestions for how this type of situation should be handled in the future.

It is obvious this is a hot topic and one that needs addressed sooner than the Season 8 Guide.
I appreciate the passion our members have for PFS. I would ask everyone to take a step back, breathe, and stop the attacks and the grar. Give us a chance to read things over. It is the week of PaizoCon, though, so it will take a bit for the team to review and discuss where we want to go and get a reply posted.
We have heard the arguments for both sides and are taking them into account. There is no need to add more fuel to this particular fire.

I've unintentionally done this.
I've had several players apparently unintentionally do this also.
It seems very odd to be a violation when at no time did anyone play a character not "in-tier".
I appreciate the spreadsheet where each level is already preplanded based on held sheets, nice idea. But PFS has a lot of paperwork and I worry the more we fret over minutiae the more players we drive away. I've seen many players leave over the years, and the most common response is "too much paperwork".
