If you look at a typical tiny monster you'll notice (a) it has a good attack bonus, derived from its dexterity, and (b) it has the Weapon Finesse feat, which is the actual reason it gets to use dexterity that way.

You might have been thinking of a Tiny creature's ability to use Dexterity rather than Strength for Climb and Swim checks.

Default tiny and smaller creatures do not get to choose to use dexterity instead of strength to attack with. Familiars seem to be the exception (and it's not limited by size).
Attacks: Use the master's base attack bonus, as calculated from all his classes. Use the familiar's Dexterity or Strength modifier, whichever is greater, to calculate the familiar's melee attack bonus with natural weapons.
Looks to me like they usually rely on the size modifier for really small stuff to gain a good to hit. None of the tiny- critters I looked at without weapon finesse got to use dex instead of strength to hit. A lot of tiny critters select weapon finesses as their first feat. Note also that some tiny- creatures such as the Inevitable (arbiter) and gremlin(grimple) gain finesse as a bonus feat.
