Witch Cackle with fingers in mouth?

The spell of suggestion has caused a witch to be forced to stick her hand in her mouth. She wants to cackle, but the FAQ says she needs to 'cackle in a strong voice'. Would you deem it possible still or no?

Your character actually has to cackle—probably in a strong voice, akin to the volume and clarity necessary for verbal spell components.

Edit 7/19/13:
If the witch is in a silence effect, she can't use the cackle hex.
If the target is in a silence effect, it is unaffected by the cackle.
This may require some clarifying text in the next printing of the Advanced Player's Guide.

If the cackle is stifled, it doesn't work. That's the spirit of that FAQ.

or you can just cover her bloody mouth. Either way this assumes that you've grappled and pinned her.

Of course sticking a sword though the gizzard or setting her on fire also works.

You can cast spells whilst pinned, with a concentration check, don't see why you shouldn't be able to cackle 5oo.
