Can a Halfling use Recharge Innate Magic under PFS rules?
No. It is a gnome only spell.

Just spitballing, but what if they took Trait: Adapted [Gnome]?
Unfortunately, no. The Additional Resources does not currently allow for anyone but an actual gnome to gain access to the spell.
The only way around it is for a Human to take the Racial Heritage: Gnome feat. Halflings are out of luck.

I would like official clarification on this then. I don't have a personal stake in this, but if that is the case then Racial Heritage is worthless, and it is legal.

Racial heritage still works for most books, just not the ARG and a couple of others.

Anyway, thanks for the link. I have seen some local builds that have used racial heritage, but I'm not sure if they were using material from the ARG or not. It may have just been the APG, but the character may have been illegal.
Personally, If I'm going to play a human, I'm not going to be taking racial heritage to try to take a racial ability from another race.
They really, really should put a warning label on that feat in the arg. "Probably does not work with the thing you want"
I personally would life the dancing lights feat from the monsters codex for my multi tail kitsune archer. It doesn' EXPLICITLY state that you have to be a drow to have it, only that you can cast dancing lights as a spell like ability.

It's only in PFS that it's an issue because of the PFS house rule about it. Most non-PFS games I've seen / heard of don't really differentiate as much, especially for more "generic" feats.
I know I've used it to get a dip in Spire Defender Magus to get Combat Expertise before the ACG came out for my low-int defensive fighter... who is too dumb to cast spells and often gets a "you do what?!" from other players when I spend my one arcane point :)
