If you take the racial heritage feat...

Prerequisite: Human.

Benefit: Choose another humanoid race. You count as both human and that race for any effects related to race. For example, if you choose dwarf, you are considered both a human and a dwarf for the purpose of taking traits, feats, how spells and magic items affect you, and so on.

and choose kobold, can you then take tail terror since you meet all the prereqs?

Prerequisites: Base attack bonus +1, kobold.

Benefit: You can make a tail slap attack with your tail. This is a secondary natural attack that deals 1d4 points of bludgeoning damage. Furthermore, you can augment your tail slap attack with a kobold tail attachment. For the purpose of weapon feats, you are considered proficient with all kobold tail attachments.

Search the forums. This has come up way too many times before.

Nope, the trait doesn't give you a tail. So you can't attack with a tail you don't have.

You can take the feat, but you must provide your own tail by some other means. Now, you can very easily say that your Human character has, by quirk of biology, a tail right from the get-go and it is, for all intents and purposes, aesthetic until you take Tail Terror which grants it function. Alternatively, you can use a Monkey Belt which can temporarily grant you a tail. There may be other ways as well, but the feat itself doesn't cause a tail to burst from your posterior if you didn't already have one.

This smells of the richest batch of swiss cheese I've ever came across.

Good thing this batch of cheese was already thrown into the garbage can.

And to save you the time of digging through it, a renowned Dev weighed in and says it's not plausible, and makes several posts later on to further elaborate.

"Human with a tail slap attack?" If that's the case, you should see a doctor... or put some pants on, I know it's no fun to wear clothes but that's the law.
