The ally Vailea is a reward for 0-4A. Her ability is remove from the game but the scenario reward has the card returned for every scenario. Given her ability provides a Skill Feat, this would be extremely powerful to have again and again. If the card is a one-off, then wouldn't each character take turns with Vailea on successive scenarios to get a bonus skill feat? Or all character except one refuse the reward so they can eventually gain Vailea? Thanks for any clarifications.

For the rest of the Adventure Path, when setting up each scenario, you may choose 1 character to temporarily replace 1 item in her deck with the loot Vailea; return it to the box at the end of each scenario
It's a known issue.
It definitely is not intended to be giving someone that card every scenario to start amassing skill feats.

Nothing so far I think.
We are debating in our group the benefit of replacing Vailea's power by :
"Bury this card to add a random ally from the box in your hand. You get one skill feat for the remaining of the scenario."
This would pretty much do the same thing but avoid multiple copies, multiple uses and all other tricks. And would allow different characters to use the +1 skill feat during different scenarios in our group.

I was originally thinking that if someone opted to take Vailea and use her during a game, they'd get the skill feat. Unfortunately, early reports have suggested this method is too ripe for abuse.
We'll be issuing a revision to the reward for 04-A. The new language will be, "Each character gains a skill feat and, during any one encounter in this Adventure Path, gains 1 skill feat. (Note the use of this reward on your Chronicle sheet for the scenario in which the feat was gained.)"

I don't understand. Why wouldn't everyone just take whatever skill feat they want on the very first card encountered in the next scenario? Why not just grant two skill feats?
Perhaps you want to hold on to it for a situation where you have an important check that you may not succeed at and use the skill feat then.
It also sort of simulates Valiela, who, as a card, you'd have to wait until you were playing again to play and get the skill feat.

The skill feat is permanent.
Note that this thread is about how it works in Organized Play, as opposed to the standard out of the box adventure path.
In the out of the box adventure path, Vailea is a loot card. One of your characters will take her as an ally when rebuilding their deck at the end of the scenario. Then, during the next scenario they can remove her from the game (i.e. she isn't available as part of the game again) to gain a permanent skill feat.
In organized play, it is now set up so that Vailea is never really part of the game. Instead, when you complete "A Tale of Two Alchemists" from Season of the Shackles, you gain the ability to use during a future scenario. During any encounter, complete the reward by gaining a permanent skill feat.

Sorry, i'm french and i don't understand how this card works.
The character who take vailéa in his deck can banish her to win a skill feat, but is it permanent or it's just for the during of scenario?
After a character had used Vailéa to win a skill feat, Vailéa can't come again?

Il faut différencier l'usage si tu joues un jeu "à la maison" et celui si tu joues en "OPEN PLAY" suivant des règles strictes.
"A la maison", il n'y a pas de souci: tu gagnes le loot 1 seule fois, et quand tu le joues pour gagner un "skill" (à un moment donné, lors d'une "encounter"), tu le supprimes du jeu (il ne retourne pas dans la boite, au sens où il ne pourra plus être utilisé de l'aventure). Donc pour l'aventure complète que tu joues, seul 1 personnage peut gagner 1 skill 1 seule fois. Pas de souci.
En "OPEN PLAY" c'est moins simple car la carte ne fait pas partie de ton "class deck", donc dans les faits un joueur pourrait rejouer le même scénario avec le même personnage et de fait gagner une nouvelle fois la carte et le "skill" offert par cette carte. ce que bien sûr personne ne veut car cela déséquilibrerait le jeu. Donc on a supprimé la carte des récompenses possibles en OPEN PLAY (elle ne rentrera jamais en jeu de l'aventure) et on donne directement le skill en récompense. Comme la règle veut que tu ne peux obtenir deux fois la même récompense, il n'y a plus de risques d'abus.

- "Normal game" : one character take her in his deck, and this character can banish her during any encounter to win a permanent skill feat only for him.

Umm.... close but not exact.
"Normal game": remove this card from the game to gain a skill feat. This is not "banish" -- which would return this non-basic non-Elite card to the box -- but "remove from the game". No one can ever see this card again in this group's play-through of the Adventure Path.
Also -- it's not just during an encounter. It's at any time. (And, in fact, it could only be done during an encounter IF you gain a skill feat in the the skill you are using on a check in that encounter.)
"Organized Play" -- it is for everyone. This feat must be taken during an encounter. This feat does NOT have to be in the skill you are using for a check in the encounter.

Yeah, it can be interesting to decide. In our groups, we usually try to determine which character is using more skills regularly vs being more reliant on a single skill. For example: in our one group for Skull and Shackles, we agreed Seltyiel should take it, since he was dividing feats between Strength and Intelligence and had strong reasons for both being high.

It's our 1st campain on Skull and Shackles (french version recently release), i think we have a strong group with : Oloch, Zarlova and Melinski.
Last time we hesitate between Intelligence of Zarlova or Dexterity of Melinski.
I think to test the organized play system during our next campain, i've read some interesting things about this ;)

Thanks everyone for helping Dimitri. Promise, I just exceptionaly answer in French when I feel it may avoid a misunderstanding that I'm not sure I can totally avoid in English.
Also, the US are everywhere in the news here these days so I felt I needed a bit of Frenchy patriotism for a change :-). Won't do again though.
More to the point: deciding who should get the skill bonus in our game was so fun. Rather than trying to optimize or roll a dice, we created a contest for our characters : first one to close a location in the next scenario was to be given the card. Which also means one had to keep in his hand and avoid losing it until then. Players started to give the card as soon as they can to another character and move away from it immediately in order not to be responsible for the loss until one could claim the benefit. Total hot potatoe game while at the same time trying to find an easy to close location that anyone cannot steal from you.
We are way too much into roleplay and crazy fun.

Our first time, we gave it to Damiel since we felt we was most worthy ("now recharge those cures!").
Second time, different group of players, we gave it to Lini since she was struggling with combats and needed a stat boost there.
Most recent time, we gave it to one of the players specifically, rather than his character, since he was the only one that had not played S&S before.
