A kitsune in human form can be a different size than in fox form so what about their clothing? I would think that if a kitsune had to take time to strip, transform, and put on new clothing and larger armor the rules would say so, so at the very least I would assume all sized items would transform along with the kitsune.
So this brings up another question. A kitsune has only one standard human form so do they always come dressed in the same set of clothing when they take human form? If it's better clothing than the base adventurer's outfit does it have to be paid for? Probably, since presumably the armor does too.

I thought clothes and other worn items were absorbed (hidden) when a kitsune shifted to animal form? In that case, upon assuming human form, a kitsune would be wearing whatever he was wearing when he last shifted from human to animal form.
But if we are talking about their alternate humanoid form, then yes, the clothing would presumably resize to fit the new shape if the sizes of the forms are not identical -- and any clothes removed after being resized would revert to their original size as soon as they become unattended items.

Let's look at the random weight and height table for the two races (only height figures shown)
Human
-male: 4 ft. 10 in. +2d10 in. (5 ft - 6 ft. 6 in.)
-female: 4 ft. 5 in. +2d10 in. (4 ft. 7 in. - 6 ft. 1 in.)
Kitsune
-male: 4 ft. 10 in. +2d8 in. (5 ft. 0 in. - 6 ft. 2 in.)
-female: 4 ft. 5 in. +2d8 in. (4 ft. 7 in. - 5 ft. 9 in.)
So overall, kitsune are about the same height as humans. Their weights are a bit lower, but that just means that their clothes might hang loose if they were fitted for their human for.
My problem would be the tail personally. I'd imagine normal pants would be rather uncomfortable for that. And if you had pants meant to let the tail out, then there would be a large hole that made it look like you were preparing to show off a tramp stamp you were about to get.
Skirts/kilts would solve that though.
