Humanoids with Martial Proficiency

How do you determine martial weapon proficiencies an unclassed humanoid gets?

Unless they have class levels, the only have simple weapon proficiency.

But most humanoids are 1. level Warriors, for full martial proficiency.

Hmm... Last time I checked, most humanoids were commoners.

The fact that basically all of the zero HD races in the Bestiaries have levels in warrior, rogue or the like stems from the fact that they are intended as 'ready to use' in a (low level) encounter.
Which makes a commoner a pretty poor choice.
