Stag's Leap

Hey, guys.
So, the Skirmisher archetype for Rangers can get some tricks. One of those is Stag's Leap, which could be worded better:

"Stag’s Leap (Ex): As a free action, the Ranger can attempt a running jump without moving 10 feet before the jump."

Does this mean you can, as a free action, gain the ability to make a running jump without a running or start or does it mean you get to jump without a running start as a free action? I like the second option better, but it does sound a bit too powerful, specially compared to other movement-related tricks such as Surprise Shift and Chameleon Step.

When in doubt, go with the interpretation you'd let players use as a GM.

It is really no differnt then a Ninja being able to do a running jump from a stand still as long as they have Ki (Only without having to have Ki).

The Stags leap is free, the movement covered by the jump still counts as normal movement, so if they jump 30' they have used 30' of move (which depending on race gear and buffs may put them into double move teritory).
