I'm running a PbP Rise of the Runelords AP with the iconic characters, and this question came up.
What's up with the jewels in Merisiel's brow? Is that an elf thing? Something unique to her? What?
Ioun stone/gem implantation is a possible fashion choice in some parts of Golarion, particularly in those places that inherited Thassilon's legacy. I can't recall if Merisiel's is embedded or stuck on though.
Asking James Jacobs over in Ask James Jacobs will probably get a definite answer. :)

Read through the Ask Merisiel Silvari Anything thread - it's answered in there at least once. If memory serves, it's just a fashion statement.

It's the result of an old scattergun misfire.
She was stealing it, and needed her hands free to stab, so she licked it and stuck it to her forehead, and then plum forgot about it. Her friends thought it was a fashion statement when she got back to camp, and she decided that she would rather run with their interpretation than explain who she stole the gem from in the first place.

She tried to steal the treasures of Usaro, but was captured. Ruthazek, the Silverback King, said, "you want treasure? I got your treasure right here!" And he blasted her with Worldbreaker full of gemstones. She got raised but some of the gemstones are still stuck in her.
Oh, you wanted a CANON explanation... nvm
Piercings. You wouldn't believe where she has the emeralds.

HAHAHA... well played sir.
... I think that may become my campaign's official explanation.
I guess she had a similar accident to the main baddy from "The world is not Enough" - james bond film.
Diamonds are a girls best friend, so why did he get the diamonds and she get semi-precious gemstones?
Cruel fate.
They're not jewels; they're elf acne. And she's kinda sensitive about the subject.

It's just jewelry; a fashion statement. Until I get powerful enough to afford to magic it up, that is, in which case my preference would be that it's some sort of stat-boosting headband type item.
But yeah. Jewelry. Held in place by elf glue.

I always assumed they were just decoration. I also assumed they were not implanted, but rather just stuck on with something like spirit gum, the way lots of cultures do in the real world.

Hope she doesn't sweat too much while adventuring! She'd lose her stuff!

I was going to say Too Much Alcohol + Sovereign Glue = "Fashion Statement".
