It quite clearly says it has to be a particular level, I probably would not mind to bend the rules a bit if the players aren't usually RAW cheese balls.
There is a pearl you can buy that recalls two spells of 6th lvl or lower provided they are of a different level each which does give you some flexibility.

That pearl is what made me think about this! It seems that one is close to the cost of two 5th level PoP (if I remember my math correctly), so the benefit was marginal, especially if you could recall any lower level spell with one.
It makes sense in some ways (if a PoP is powerful enough to recall a powerful spell, it should be able to recall a weaker spell), but doesn't seem to be supported in the description.
I'm just curious. My PFS wizard has a lvl1 PoP, and I doubt he's going to be able to afford a lvl3 before I decide to buy a level 2 PoP.
