Armor Training clarification

I searched for this and couldn't find any posts so maybe this hasn't come up before.

Under the Fighter's Armor Training ability, it states:

"Starting at 3rd level, a fighter learns to be more maneuverable while wearing armor. Whenever he is wearing armor, he reduces the armor check penalty by 1 (to a minimum of 0) and increases the maximum Dexterity bonus allowed by his armor by 1. Every four levels thereafter (7th, 11th, and 15th), these bonuses increase by +1 each time, to a maximum –4 reduction of the armor check penalty and a +4 increase of the maximum Dexterity bonus allowed.

In addition, a fighter can also move at his normal speed while wearing medium armor. At 7th level, a fighter can move at his normal speed while wearing heavy armor."

1. One of my players has interpreted this as saying that a fighter can move at normal speed while in medium armour.

2. I interpret this as saying that once the fighter has this ability (at level 3) then he is able to move at normal speed in medium armour.

Every other ability that I've looked at clearly states the level that each part of it is acquired. But, because there is a break between the portion of the ability that states "At 3rd level" and the "wearing medium armor" portion, I can see his point and I would prefer community clarification.

References would be ideal if they exist, but either way, thank you in advance.

He can't get a benefit from a class ability he doesn't have yet.

He has to wait until level 3 to be able to move at his full speed in Medium armor.

If this "In addition, a fighter can also move at his normal speed while wearing medium armor." had been in the first level info then your player would be right but it doesnt show up until the third level abilities. Have your player look at that way and see what he says.

It's right there at the start of the ability. Everything for that ability only kicks in once you're a 3rd-level fighter.

Just because the bit about medium armor is a new paragraph doesn't mean you can ignore the "starting at 3rd level" at the start of the ability's description. It's all part of Armor Training, which you get at 3rd level.

Normal speed applies to running in full armour as well? Ie: So a 7th level fighter could run 4x his full speed? Or is it still only 3x? I can see arguement for both.

RAW, it says 'Normal Speed', which implies even when running.

RAI, I don't know. In a home game, I'd probably say 'If not more than lightly encumbered due to weight, and if the ACP has been reduced to 2 or less, run at 4x. Otherwise 3x." (in heavy armor, after 7th level)

Anyone can run 4x in medium armor.

For heavy armor:

Armor Training (Ex): "At 7th level, a fighter can move at his normal speed while wearing heavy armor."

Speed (in armor): "Medium or heavy armor slows the wearer down. The number on Table: Armor and Shields is the character's speed while wearing the armor."

Speed: "Your speed tells you how far you can move in a round and still do something, such as attack or cast a spell. Your speed depends mostly on your size and your armor.
...
If you use two move actions in a round (sometimes called a “double move” action), you can move up to double your speed. If you spend the entire round running, you can move up to quadruple your speed (or triple if you are in heavy armor)."

Speed is a defined variable. For a normal human, it's 30'. For a normal human in armor, it's 20'. Armor Training removes that penalty, restoring your speed to 30'.

Run: "When you run, you can move up to four times your speed in a straight line (or three times your speed if you're in heavy armor)."

The Run action is limited based on the type of armor you're wearing, not on your speed.

You can wear medium armor, and have your speed reduced to 20', but still run 4x. Likewise, you can wear heavy armor, and not have your speed reduced at all, but you can still only run 3x because you're still wearing heavy armor.
