can you cast shield on a friend with a wand of shield?

I thought it was a range personel so you can only cast it on yourself?

yes, if using a wand of shield you can only cast it on yourself.

What if a Familiar is using it on his wizard? does it still count as sharing spells?

Share Spells: The wizard may cast a spell with a target of “You” on his familiar (as a touch spell) instead of on himself. A wizard may cast spells on his familiar even if the spells do not normally affect creatures of the familiar's type (magical beast).
