so .. Im prepping this for next week ... and I ran into something
the group I'll be Prepping this for contains a paladin of Iomondae - Cheliax Faction
at one point ...
now due to RP this character has remained ignorant as possible (even including excuses as to mispronouncing Asmodeous's name)--(dont ask)
my question ... this event ... beyond the RP aspects of it ... should I require him to take an atonement spell if he chooses to go through with this ? reading the faction mission its not obvious (but its highly hinted at) whats going to happen

Well, the paladin could always refuse what his chelaxian handlers are asking him to do.
As you pointed out there is the Atonement route.
There now exists an out for player characters.
Alignment Infractions
Characters who commit potentially evil acts (casting spells with the Evil descriptor, killing or maiming someone, etc.) while following specific orders from their faction or the Pathfinder Society, do not suffer alignment infractions. These are cases where karma applies to those making the orders, not their tools. However, “that’s just what my character would do” is not a defense for behaving like a jerk.

Also note that while alingment infractions during faction missions are ignored, class code infractions are not. If he chooses to break the paladin code to complete a faction mission, he will need to get an atonement for the action.

There are certain scenarios where you pray that a specific faction is is represented in the group. A Chelaxian Paladin is delicious for this. I'd frankly not force an atonement. He may be squeamish ahead of time, but in the moment it accomplishes good (freeing bound souls) and works toward establishing law. He just doesn't want it to get too out of hand.
When we played, we discussed whether or not my Andoran Oracle of Cayden Cailean or our Chelaxian Sorceress should address the crowd. We went with the sorceress. Her speech opened with, "Peasants of Galt, Cheliax has deigned to bless you..." Then the scroll was read. My oracle kept saying, "That's not at all what I would have said!"

When my group played it, we also had a paladin from Cheliax. She plays her PC as extra stupid (seriously dumped int and wis, role played to the hilt), so she gets away with the ignorance excuse. Of course, she was also a paladin of Aroden, which is no longer possible with the latest version of the Guide to Organized Play.

I assume that this is strictly a faction mission so it will not "break the mod" if he chooses not to read the manuscript at all. I know my paladin would not read something like that if he even suspected it would summon a demon/devil let alone if he knew it for a fact. But he's not Cheliax so I guess it wouldn't apply anyway.

Um... if you're a Chelaxian paladin, you should be quite used to this situation by 12th level. You probably either have no prestige, or a "Frequent Atoner" card down at the local temple.
Given that the mission a) summons an evil fiend from the lower planes, which then b) releases a bunch of evil undead that c) start killing peasants at random, I'm pretty sure you will need to atone for that, or at least fight it immediately (since you could argue you didn't know what you were doing by reading the scroll).
