I started working on it a while back (little by little in between other projects) and it's mostly done, but there are other priorities right now keeping me from completing it. After I'm done, it gets to take a trip through editing and layout. Rest assured, it will be available before people can conceivably begin playing the Adventure Path.

Something that's on my mind concerning the "Reign of Winter" player's guide (see "People of the North") since first reading it: it states on page 30 that "The winter witch archetype in Inner Sea Magic is perfect for a witch character, as is the winter witch prestige class from Paths of Prestige". Despite the fact that the Winter Witches are "the enemy" from Irrisen I can dig that for fluff reasons this might fit the campaign perfectly - but (and this is important for me personally as I'll be playing a witch in this AP) what would I want with cold spells in an adventure where a big chunk of all baddies, especially in the later parts of the AP or even right from the start will be cold immune frost giants, winter wolfs, ice trolls, boreal/frost/ice [insert creature name here]? Adding 1d4 cold damage to the spell against the immune creature? Spraying him with a cone of cold?
The endure elements and ice immunity of later levels might be nice but I'd feel like a fire spell specialised caster in the "Legacy of Fire" AP: sure you'd be ok for most of the first half but later you're pretty muched f~!+ed.
I'm discussing the APs premise currently with my soon-to-be GM and we're seriously wondering how the winter/cold spell witch would be of use here. Cause there is nothing more frustrating and bitter than playing a useless character. Thanks.

Winter witches are primarily a thematic choice for the AP, more than one based on their abilities. That being said, while many monsters in the AP will have cold resistance/immunity, not every foe will. In addition, at 3rd level, the winter witch prestige class gets the unnatural cold ability, where half of a creature's cold resistance doesn't apply against the witch's cold damage. At 8th level, the winter witch prestige class gets the unearthly cold ability, which means half of their cold damage is not subject to cold resistance/immunity. It doesn't completely remove the problem, but it does mitigate it.
If it's a big concern for you, talk to your GM and see if you can devise some means to address it. If it was me, I'd houserule that winter witches are not restricted from using fire spells, or that they can take a feat that allows them to use fire spells.

We should be getting VERY close to the Player's Guide release. They typically try to have it out about a week before the first volume of the AP is released, and the subscription page tells me that they expect Snows of Summer to ship around February 15. It's probably relatively safe to assume we'll have the PG in two weeks or so, maybe less.

There won't be much in the PDF that isn't in the back of 'People of the North'. Most likely what extra will be there will be things like Player info about Heldren & such.
I'm also hoping for some traits that are designed for people who are from the area around Heldren as well as from the frozen north.

Actually few of the Traits are either North or South specific. There is one that requires you to have spent time up North prior to the beginning of the AP & two others that imply you have Northern ancestry. With 7 Campaign Traits, that means over half have no real connection to the North at all. Now no, there aren't any of those that have a specific connection to Southern Taldor, but given that Heldren is specifically intended to be place-able anywhere in Avistan, that isn't really that surprising.

Unless Paizo has changed something without telling us, there will be. They did the same thing with Varisia: Birthplace of Legend & the Shattered Star PG.

While you are waiting, you might want to pickup Book of Magic: Insurgency of Summer, released earlier today. It might just be the thing you need to defeat the Reign of Winter and the scourge of frozen fey.
