To me this sounds like a synthisist summoner who's fused form is her magic girl transformation form (basically the same person but with longer/different colored hair, less clothing, bigger boobs and longer legs)
I like it! All I can think of is the fact that Synthesist even works for things like Karas.

In 3.5, my party of pirates finally finished a 5 or 6 level long quest and found the magic treasure chest.
Inside was a sleeping girl!!!! (Just like River Tam!!!!!!!)
Once they woke her up, she was an aasimar healer (from Miniatures Handbook, but she cast like a warmage (knows all of a smallish spell list, casts spontaneously)).
She basically acted as the party healer. Kind of a DMPC, but I usually made another player run her as a cohort, kind of like a rotating Leadership feat shared by the whole party.
In pathfinder, I would go with aasimar Life oracle, possibly with that Celestial Blood idea from upthread (sorry I forgot who's idea it was!). Tongues or Haunted curse sounds good.

Yeah, that's what I thought of, too. And for the OP's idea...personally, I'm thinking synthesist, too...give yourself the evolution to wield weapons, get a blinged out flaming burst bane (against your magical girl's main nemesis) polearm or something...
Personally, I'd say that qinggong monk could give you the nice blasty magical-girl powerset, while still leaving you with access to some asian-style weapons...but high wisdom wouldn't fit the character idea too well

It does sound like Nia, but my first thought was Ren from Elemental Gelade... Cooler abilites, same start, fits the profile. Except for the Purple hair. But everyone likes purple hair, so it's ok.

I have a player who built a Summoner(Broodmaster) based off of Lucy.
I also have Twin Synthesist Summoners based on Mirajane and Elfman.

I know you said you want a full caster, but I think there's a lot of merit to going the Paladin route. I'm playing a Paladin of Shelyn with Dervish Dance, and I personally think it fits the feel of fighting for truth, love, justice, and beauty, all while dance-fighting.
Plus, once you beat the baddies, you can help them try to redeem themselves by taking up painting or poetry.

You want a magical girl, so a charismatic female character who through an unreasonably long transformation sequence applies her combat form around her body.
Sounds like a synthesist summoner to me. You can choose your eidolon's shape freely so make it look like a magical schoolgirl uniform or dress with wings or whatever features you desire.
I'm just scrolling up and seeing I'm not the first to come up with this.

at level 11 - Improved Eldritch Heritage (Wings of Heaven)Done and done :)
Oracle would probably be better considering the Cha required on these feats but a charismatic Cleric would be fine as well I suppose.
You can also do it with Asimar feats independent of class. The Empyreal Paladin however gains wings (and a winged mount!) with some nice transformation options regarding gear that fit very well into a few anime tropes.

A community guardian oracle with the DArk Tapestry mystery, reflavored so that the wings gained are more like Energy wings or planetary/starlight themed powers (plus the Many Forms ability will help with the Transformation sequence) plus Eldritch Heritage for more angelic feeling. Now I can multiclass into Druid for the Animal companion, but i'm not sure.

If you're concerned about your animal companion's power and efficacy throughout your character's career, you'd probably be better off taking 4 levels of cavalier and eventually getting the Horse Master feat. When a mount's progression is based off of character level rather than a cavalier's level, you can continue to take oracle levels with no worries.
However, you can always see if your GM will allow the magical girl to take a magical beast as a cohort through leadership (your CHA will be high, so your leadership score should be able to handle it). This way, you don't even have to multiclass, and your 'Animal Companion' can probably speak, which is normally a staple for any Magical Girl otherworldly companion. If this character is a PFS char, however, you may find yourself without this option.

She needs some way to have access to disguise self or alter self so she can have her proper transformation sequence. This is a must if you want to call her a magical girl.
In shows like Sailor Moon that is generally accomplished through magic items.
