Not sure I get what you're describing, but:

Otherwise: I'd say yes, if you change from riding your horse to flying, you need to dismount and use a move action to do so (since you have to dientangle yourself from the stirrups etc. - just as you would if preparing to continue moving on the ground).

I would use the rules for fast dismount. Make a good Ride check, or otherwise you use up a move action to separate. You must have a move action available to do this.

Both skills are actually being used. But ride is the relevant one here because it's essentially a dismount off a ground mount. which is all about exiting the saddle cleanly.
So I'd call for both a ride and fly check.
