Scatter Shot Weapon Question

This might seem a little silly, but let us say that I have a dragon pistol, I can reload it as a free action, and I can make 3 attacks as a full round. Does this mean that I can make 3 scatter shots (which basically equates to three 15 foot cone attacks) as a full round action?

Now, say for instance that there are 3 enemies in that 15 foot cone. Does this mean that I can potentially hit all 3 enemies during my full round attack with a scatter shot weapon (I know this question might seem a little redundant, but basically making 9 attacks also seems a bit excessive)?

I would say that as long as you can reload as a free then yes you can fire all three shots and get three attacks against all three enemies.
