OK I'm playing a orc sorcerer that I'm working my way up a DD. I was wondering if I'm in dragon form can I still cast spells? What about if i cast elemental body or Undead Anatomy or the like?

You get Eschew Materials for free as sorc, which is good, because your spell component pouch fuses with your new body, when casting fotd I/II.
Since dragons can usually talk - and you have draconic as language as well, I'd rule, that yes, you can still cast spells while in dragon form.
Similar goes for elemental body - maybe you should pick up the specific language as well to be on the save side.
