Ranger's Caster Level

I want to give my ranger the brew potion feat but the prerequisite is caster level 3rd and I'm having trouble figuring out when that occurs for a ranger. Is a ranger's caster level equal to their ranger level? Or, does caster level 1 happen for a ranger when they are actually able to cast spells at 4th or 5th level?

From the PRD Through 3rd level, a ranger has no caster level. At 4th level and higher, his caster level is equal to his ranger level – 3

So you'd be caster level 3 at 6th level.

If you had the trait Magical Knack, does this mean it is irrelevant until level 4? At which point your caster level is 3 instead of 1?

At 4th level.
Before 4th you have no caster level, so Magical Knack does not apply.
