Hey everyone! I was thinking of adding an encounter in one of the next few sessions in which the PC's have a chance to help either santa or one of his helper's or reindeer or something like that.
If they help out, they will get a magical gift from santa when they wake up the next morning!
But, unlike normal treasure, I want these items to have very little in game effect, but I would like them to be cool enough that the PC's would keep them instead of selling them for money. I would also like them to be made with low level spells so the price would not be too high.
any good ideas?

Magical Snow Globe with cool object / holy symbol / somerhing meaningful to the PC. They shake it.... Produces an area of endure elements (cold only) as a low caster Level.
A Red Santa stocking (sock) of Holding
A small bell.when rung produces the effect of ghost sounds
A Santa hat of disguise that only let's you appear as a Halfling/Elf in a green outfit with pointy shoes....

Well, it would need to be something very meaningful to the characters. Unless you want us to just suggest random stuff, I am not sure you are going to find a whole lot here without giving a bit more background on the PCs.
A couple random ideas:
An instrument that plays beautiful music on command. It only gives a +2 to any performance checks, and that is because it is masterwork as well. Make the instrument a favored one and have it play a childhood favorite the first time it is activated.
A locket that when opened plays a fond memory out as a small illusion that lasts for 5 minutes. The locket can do this as many times as desired, but it is the same memory. Work with the player on what exactly the memory is.
A ring that places a personal crest or mark on anything. The crest or mark is specific to the character and cannot be changed.
A bedroll or blanket of good dreams. Whenever the character uses it they have good dreams based on happy moments of their life. They always wake up feeling happy and relaxed. They also gain a +2 to saves against spells that target sleeping people.
A holy symbol of favor. This holy symbol is made of the best materials and has a soft glow to it. The person holding the holy symbol can cast guidance 5/day. Additionally the holy symbol grows comfortingly warm when an action would particularly please the god.

all of the following items work at CL 10 if CL is needed:
small bell: cast mount 1/day (mount takes the form of a reindeer).
small jar of cookies: cast goodberry 1/day (doesn't need to be cast on berries, opening the jar create the number of cookies instead of the goodberries).
fluffy house slippers: cast vanish 1/day.
big red boots: cast spider climb 1/day.
for the nougaty kids, sock with coal: cast grease 1/day (crush to cast grease. only have 1 at a time, replaced at dawn).
overly tiny crafting tools with elven runes carved into them: cast crafter's fortune 1/day. also can serve as masterwork crafting tools for craft (toys) but need to be diminutive size user.
bell of opening: work just like the chime of opening but is bell shaped.

these are all small trinkets, for a bigger prize consider something along:
Big red wool hat: work just like the helm of the valkyrie (along with being CL 14) but summon a reindeer (maybe with a red 'Continual Flame' spell cast at it's nose)

Probably the easiest thing to do is to res-skin existing magic items of a value you find appropriate. A Robe of Infinite Twine could produce tinsel (with the same properties as twine/rope) instead. A Campfire Bead could instead produce a miniature fireplace with a chimney. Boots of the Cat could be made to look like Santa’s boots (just in case the old boy should slip off the roof ;) ). A Wayfinder could be made to look like a snow globe that contains a reindeer that always points North and the nose lights up on command. A Traveler’s Anytool could be sized for tiny creatures but be made to still function normally for creatures of any size. This seems to be one of the best ways to accomplish what u want and still have items with an appropriate power/cost.

35. Naval ring with mistletoe on it.
36. Belt, with mistletoe on the buckle.
37. As #36, but with mistletoe on the back.
38. Coffee mug with 'On the Nice List' on it, fills with hot cocoa on command until New Years or until the PC does something naughty, like throw hot cocoa on someone.
39. An ugly Christmas sweater with '20HD' woven into it. +2 to Intimidate checks against literate enemies. The sweater will snag on something after New Years and completely unravel, unable to be restored.
