Title says it all.
I would say no, since the item only adds the damage to your unarmed strikes, which by definition target AC rather than touch AC. Otherwise someone could just deal 1d6 damage touch attacks all day long and ignore armor (not that it's exactly unbalancing, but it could be done under that interpretation).

I'd say that the amulet only affects attacks that are moving fast and/or deliberate enough to be called "strikes". No one gets burned from attacking you, for instance.
Think of it as "When I move my hand at punching speeds, it bursts into flame. When it contacts their face, they get burnt, but then the flame turns off because I stopped moving."

I'd be ok with that interpretation, but you still have to be careful. :) Imagine giving someone a hot hi-five by accident, or slapping the fighter on the back to congratulate him for taking that oil elemental down without igniting it. :)

I think you basically have to figure out what constitutes an attack. As much as I hate to engage fuzzy thinking along these lines, in this instance you're not using your hands as a weapon when giving a hug, a high five, or a slap on the back. An animal companion dog or wolf wouldn't trigger it by licking you or when giving you a playful nip-- those aren't attacks. Intent is everything in this case I think, and if I were GM I'd say if you're TRYING to attack something the stuff goes off.
Another way to interpret it is that it would trigger when you had to make an attack roll.

Only if you're that guy who tries to exert his power through handshakes and hugs, effectively attempting to crush your enemies and drive them before you and all that.
I have to do a wil save every time to not pull that guy off balance with the hand he's trying to crush and put my knee into his pubic symphisis.

I suppose that's one way to think about the visuals. It's a bit dragonball for my tastes-- I always thought of the visuals for that stuff as being limited to the striking surface of the weapon. So when I punch you, it'd be a brief flicker of fire on my fist. When it's a rising knee on my kneecap, a spinning heel kick on my foot, etc.
I suppose you could imagine it as a flickering aura around the whole creature, though. It might be a good way to describe it to PC's to really make them sweat, even though you as GM know it's just a frost amulet of mighty fists.

I had always pictured it like Shonuff and Bruce Leroy from The Last Dragon. I just had a different visual all off a sudden.
