Ice Crystal Teleport, What's the point?

The spell Ice Crystal Teleport from Ultimate Magic has a cool (pun intended) effect, but what's really the point? It's basically a thematic teleport at a higher level, or am I missing the point entirely. Please enlighten me.

Check the Range out. It's not Touch or Personal, but rather Long, so 400+40/lvl.

I think that should tell you what the spell is for: Safe pulling of mobs.

More importantly, I believe that Ice Crystal Teleport is 'ruleifying' an effect from one of the pathfinder novels.
