Not quite. Your BAB is your BAB, it doesn't change. You get a flurry attack bonus, which is calculated as if a monk's level was his/her BAB, but the actual BAB doesn't change.
That means if you have BAB 3, when you flurry you still have BAB 3. Your PA is still -1/+2 until you hit BAB 4 at level 6.

This has been cleared by James Jacobs (i think) somewhere else, but since i can't find it i will leave that to someone else. Anyway i remember him saying that when a monk is using flurry of blows and power attack, he recalculates his power attack bonus and penalties for the new full bab.

I was wondering about this in another thread, although I was thinking of a Zen Archer monk snd using FoB with Deadly Aim. The consensus there seemed to be that the monk would use his standard 3/4 BAB, but who can argue with the Mighty James?
I like this answer better, even though it feels like "I didn't like Mom's answer so I asked Dad." Since my only monk character at the moment is not a PFS character, I'll go with whatever the GM rules.
