That specifically references that it's only with monk weapons. So no scimitars.

Yeah, you're out of luck there. Your best bet would be to be a Monk of the Empty Hands and dual wield scimitars as improvised weapons (which the MoEH can flurry with). You get the flavor, but none of the properties of the scimitars themselves.
