First I think this is a really interesting and awesome idea. I am not so sure the execution is clear.
It does say in the alchemical cartridges that they come in both
Some of the cartridges are not really clear whether you can choose bullet or pellet for each of them. I am wondering can I take a flare cartridge with pellets that blind everyone in a cone? This would seem a little powerful but it dose cost gold.
It would seem the only really good solution is salt shot is a pellet replacement only. I think you could make entangling pellets as well.
Why is this not spelled out more clearly?
when you make the paper cartridges you choose either bullets or pellets it is that simple
