Your IT dept baffles me most of the time, and I've worked in a similarly sized company before.
There's a reason I prefer to work on smaller companies at this point.
Well, I'm still calling out the OS companies for appalling network management stacks.
GothBard's work Mac has the exact same issue as my Windows laptop: If there's a wireless signal in the area, no matter how weak, it will preferentially try to use the wireless interface even when it's hardwired. She had the same issue I did: In order to get decent network performance, she had to disable wireless on her computer.
I (literally) wrote a course on building network drivers. Step 1 is to initialize all the interfaces to get them all into a known state. Step 2 is to have them connect to available networks. Step 3 is to determine which adapter has the highest throughput and use that one preferentially.
Every device I use these days fails #3.
My Android prefers mobile data over wireless data (appalling). My Windows laptop and GothBard's Apple laptop prefer wireless over hardwired (equally appalling).
It's not hard to write network drivers correctly. Why is it so rare?

If (mobile data is available), then use mobile data
Else if (wireless is available), then use wireless
Else if (hardwired is available), then use hardwired.
100% backwards, and far too common.

You know, I've read it - more than once - and no longer remember what it was? XD
(I made it a project for a while to read through the old FaWtLs - at one point I realized that I didn't actually recall the last ten pages of posts or most of who anyone was at that point and I just stopped and never got around to going back. I... don't even remember which FaWtL that was... XD)

And weirdly, I don't think I have ever met that issue. No Windows update made my computer insist on turning Wi Fi on after I set it to off. (Nine or ten months on Windows 10 now? something like that)

That's one is particularly weird - borderline criminal in fact - Android device should prioritize wireless over mobile data if possible, unless the operator deliberately set it up to waste user's mobile data limit.
I am pretty sure my (rather old, Android 4.0 or something) phone uses wireless when possible, though I would not exclude possibility that EU laws might penalize carriers if they would try messing up with the customers in such way around here.

And that's not even a most flimsy excuse. There is absolutely no reason to favor mobile signal over wireless or hardwired in such table instead of going exactly other way around: if there is cable connected, use cable, then wi fi, then mobile... It basically goes beyond sheer stupidity and ventures into active malice.

I don't know JACK about that kind of stuff but all I know is that I have a budget broadband package, the cheapest one offered and it works well for my desktop, television, and game consoles, but my phone on the other hand... I ALWAYS have to leave wi-fi off if I want a stable enough signal to watch videos or live streams of any sort without frequent buffering and reduction of the video quality. The moment I turn my wi-fi on while mobile data is enabled my connection reliability TANKS and if I disable the mobile data and leave the wi-fi on the signal does see a marked improvement but it is still WELL below the speeds offered when I only use mobile data. Now, I have unlimited mobile data so I'm not worried about eating up too much so that doesn't impact me at all but it REALLY perplexes me that for some reason connecting to both results in such unsatisfactory speed and I cannot fathom why this is the case, my last 3 smart-phones NEVER had this problem but my new one just... does this and it's quite infuriating.

I prefer to think of it as asserting my divine rights, but that works.
I once held the banhammer. They told me that only the Postmonster was worthy of lifting it, but I managed the feat and it felt natural in my hands. Like it was always meant to be...

I've also only been threatened with suspension on FB once, when an ultra-right-wing cousin asked me on Mother's Day if he should wish me a "Happy Birthing Persons Day" instead, and I said what I would probably feel like doing if he did. So he reported me for threats of violence. Because cousins.
