Metamagic rod question

Ok guys...can someone please explain why a lesser metamagic rod has a creator CL of 17? The same CL as a greater version of the same rod? This makes no sense.

So basically, you can quicken a lv one spell at a +4 lv difference so you would have to be 9th lv to do so. Technically, the lesser goes up to lv 3 spells so the quicken would make it a lv 6 spell or requirement of 15th lv.

So why make all metamagic rods to be created have a CL of 17? Is it just to limit the availability of said items?

The CL is not what level you have to be to create an item, just for effects such as someone trying to dispell the rod.
