Questions about crafting a wondrous item

Sorry for the n00bishness of these questions, but I'm very new to 3.5/Pathfinder.

I was wondering if someone can tell me if I'm reading this correctly.

According to the core rules, if I am creating a non-weapon/armour wondrous item that has continuous effect, the cost is spell level x caster level x 2,000 gp (page 550). Further, since this particular item's effect is continuous, I divide that total in half (page 550, footnote 2).

Further, the item's caster level in this case would be equal to the caster's level to cast the actual spell. (Page 460, under the heading Caster Level says, "... the caster level is determined by the item
itself. In this case, the creator’s caster level must be as high as
the item’s caster level")

So, in this instance, if the item's continuous effect is a level 1 spell and the caster can be 1st level to cast it, the formula would be:

1 (spell level) x 1 (caster level) x 2,000 /2 = 1,000 gp.

Is this correct?

Yes and No.

It is correct using the formula, which is basically step 3 in item creation.

Items are priced by similar items, then by dissimilar items of similar power, then by formula.

In other words, priced by what you can get out of them.
For example, Ring of Invisibility is priced at 20,000 which is significantly higher than the command world formula would place the item because the ability is worth more.

So to answer your question, we would need to know what spell you are using.

That shouldn't available as a continuous effect (just as True Strike shouldn't be available.)
