I agree that the issue is a tough one, and, since I don't make my living raising sheep, I can only imagine the impact wolves have on a sheep rancher's livelihood.

Wild wolves rarely attack livestock and when they do it is the elderly, injured and sick wolves that attack. These wolves are easy to track, trap and kill.
The times when healthy wolves kill livestock is when ranchers are using national park land to graze their livestock. If the livestock was keep in fenced in land the amounts of attacks would be reduced below the level of natural occurring deaths of the livestock to begin with.
The ranches are to blame, to save money on feed they use public lands to graze their livestock introducing the livestock to the wolves. The ranchers then get upset and demand to be able to kill wolves because the wolves eat the livestock that the ranchers brought into the their hunting area.
It’s like a parent suing to ban cars because their children are playing in traffic.

As a sheep owner myself (raised for fun, not meat), I've gotta say that if ranchers aren't smart enough to look after their sheep then they deserve to lose them (although preferably in a manner that doesn't kill the sheep; I realize this is kinda impossible, though).
