I think that is a fault of using talking-points rather than addressing their opponents comments.

McCain simply condensed his words for maximum effect in a minimum amount of time. He obviously was saying "explicit expectations." He's a man of action, not words. Plus, he's 72 years old; he doesn't have time for all this debate stuff, so he has to cut corners where he can.
