I'm in a strange stasis here. They are permanently paused on-screen while a Thai woman carries on a very animated conversation that is apparently just hilarious. Glad to know I am not missing anything important...

He obviously was saying "explicit expectations." He's a man of action, not words. Plus, he's 72 years old; he doesn't have time for all this debate stuff, so he has to cut corners where he can.
