I don't think that's necessarily true. Art can be a form of propaganda. Consider how totalitarian regimes like the USSR often commission art. One might even argue that much religious art is a form of propaganda.

In an 2005 episode of Stargate Atlantis, Radek Zelenka (played by Czech-Canadian actor David Nykl) has a heated exchange with control room technician Chuck (portrayed by actor Chuck Campbell):
Chuck: "I don't know what happened, it just stopped working. I got some little functionality back, but it still isn't doing everything it used to."
Zelenka: "Yes, well, maybe if people stop insisting on having food and liquid in such close proximity to the ten-thousand-year-old equipment!"
Chuck: "Hey! We're very careful! We're not the problem here!"
Zelenka: "Ah, yes. Uh-huh."
[While Zelenka isn't looking, Chuck touches a key on his laptop. The main display screen flashes.]
Zelenka: "What did you touch?"
Chuck: "Nothing! I didn't touch anything!"
Zelenka : "Ježiši, já s těma hercema nemůžu dělat..."
The last line, ad-libbed by the Czech-speaking Nykl, translates to "Jesus, I can't work with these actors..."

Another interesting foreign-language ad-lib occurred in an episode of Stargate SG-1 ("Small Victories" (2000)).
In the previous episode ("Nemesis"), a ship infested with insect-like Replicators crashed into the Pacific Ocean. At the beginning of "Small Victories," two Russian submariners hear a strange noise coming from one of the torpedo tubes:
Yuri: <"What could that noise be?">
Boris: <"Maybe it's the bugs from the previous episode.">
As a side note, while Yuri (played by Ukrainian-Canadian actor Yurij Kis) speaks Russian (poorly) during the scene, Boris (played by Ukrainian actor Dmitry Chepovetsky) delivers his lines in Ukrainian. Also, in the same scene, a number of Russian signs painted on the inside of the submarine are misspelled.
