Just checking... is it required that the character that gets the Ritual of Stardust 4715 AR Boon, be played in a game during this period?
Or can this boon be attached to any character, regardless?

The question is if the character needs to be played or not.
No, the player needs to have played or GMed during the time period the boon is available, but it can be assigned, as the FAQ says, to any of that player's PCs.

One question; One of the options says you can cast one spell as Heighten Spell (saving throw DC increases by 1) that means it can be only used to increase de DC or it was just a summary an it can ctually increases the effective level of the spell that it modifies?

The aim is to note that the application of Heighten Spell only increases the spell level and DC by 1, not, say, 5 levels.The application you're considering would work.
