For your consideration, Leon Frande, Inquisitor Knight of Magdh, The Three.
Rock Meet Bottom.
Luck, some are born with it while others, not so much. Leon’s luck wasn’t with him when he was born, marked by ill omens things went poorly from the start. Born sickly he barely manages to survive to adulthood, it helped him grow tougher though which came to be a theme of his life. Without many prospects he started to push toward possibly fighting his way into prosperity. Learning to wield weapons and to work with armor from his father and a local guardsman in the hopes he’d take up an honest profession. They were sadly mistaken when after some time he began taking on mercenary contracts that he and several other took up as a group. But misfortune struck again, several members ended up dying and he was left severely wounded, which soon became its own problem. Again he joined another group of mercenaries and a similar situation happened, hurt bad he alone survived. He began to be seen as a bad luck charm, money grew tight with only himself to offer and a negative reputation filling him. That and money owed for healing that he couldn’t pay, he had no one to turn to, his family having long since washed their hands of him, all he had was the gear on his back. Without that he couldn’t even do the trade he had spent his life working toward.

Then one day as he perused the tavern looking for some kind of work he heard about several local hunters discussing fey, and their knack for bestowing luck and other boons. He started to wonder if maybe his luck could change around if he could strike a bargain or find a way to make a deal. When he returned home he found waiting for him the Trial of Coin. With a hope and a prayer he ventured off into the wilds to make a deal. Hoping that somehow he could get some blessing. After a time wandering about the woods, and treading deeper he found a secluded lake far from any known spot, and it was there he saw a strange figure sitting beside it. She had an otherworldly air about her and a unnerving gaze. After speaking with her for a time she offered him not only luck, but power. It only he would swear himself to her. Doing so she sent him on his way with only a smile and a wink that things would look up. Upon arriving back in town he promptly did exactly as the trial asked. He walked amongst the town until eventually he found inexplicably a rather morose merchant. His trail foods unable to be sold due to a dust up with a local constable over a previous sale he wouldn’t refund, he wasn’t allowed in town. Without any business things seemed doomed, but feeling a strange hand guide him. He offered to buy it all wholesale, with the rations he now wasn’t sure just what to do until inspiration struck. He ventured back to the tavern, where he had been turned away from working with other mercenaries and instead offered them up as a way to eat at a cheaper price than the tavern food.
Within the week he had sold it all for double what he paid, and buying back the strange coin he hoped that finally luck had turned for him.

One thing I've been wondering as I've been thinking about working on Ktinos... do you envision this campaign involving more "decent people who had to take desperate measures to get out of a bad situation and now are dealing with the consequences of that" or "people who hit rock bottom and will now do anything to climb back up"?

Great question!
So I'd have to say neither. Both good and bad people could find themselves in need of the king.
As for what they'll be asked to do, this definitely will vary. You aren't the wrath of the righteous, you aren't hell's rebels.
You will be asked to do things your character may not like, but I'm not the type of GM to ignore social skills as a potential work around to a moral dilemma or railroad you into a singular path for a demanded solution.
If I wanted to do that, after all, I could just play chess with myself :P

I really like my concept/character that I created for this but, I'm going to bow out.
I hope everyone who gets picked for this game has a wonderful time! It seems like it would be a unique and fun game.

Yeah, Irem's first instinct is to try to talk her way out of things, and if that doesn't work then stab them. In that order, always. :)

So it will definitely be Golarion!
Now, I'm no master of knowing what happened in every single AP, but anything I run I tend to put about 30 years ahead of whatever the "current date" is.
I do this so that if I want to kill off a national ruler, etc. etc., I can, without much meddling, change it up. Gives my players some freedoms for their ambitions too.
I swear, for my last homebrew, I literally wrote about the Whispering Tyrant coming back with a swath of undead.
And then that same year they killed Lastwall with the Whispering Tyrant and a swath of undead.
I was pissed. Lmao.

Where would the game start? I left some stuff generic to make shifting it to wherever easier but I imagined the River Kingdoms as home, the natural fey connection helping explain things.

Reminds me of a hilarious Whipsering Tyrant derail in the AP.
T-B owned the party so hard, they basically cried uncle, in their case, auntie, and embarked on an epic sidequest to gather enough loot/souls to hire Nocticula (still her Demon Lord self) for a hit on Tar-Baphon.
Tar Baphon did the same "opposition research" concerning things that could/would actually kill him (clearly not the pathetic forces of good haha), and had specific contingencies ready in case Nocticula appears anywhere around him (Mythic timestop).
Tar Baphons semi last words were "MWAHAHAHAH BAPHOMET, BEHOLD HOW MUCH SMARTER THEN YOU I AM OR DONT BECAUSE YOU ARE DEAD WHILE ALL SHALL ASCEND!"
Much fun was had.

What do you mean “You don’t follow”? Fine, fine. Let me see if I can adjust my vocabulary...hmm. Right! I traded my shiny metal thing to an innkeeper for stale bread and moldy cheese. I took that sack of food to a nearby tribe of goblins. They then showed me where the wealthiest people in the nearby city buried their dead. I dug up the graves and sold the jewels back to the families.
I took that money and put it toward material components necessary to create some potions and, again, sold them to the people of Elidir. It wasn’t long before I felt that I had accumulated enough wealth to accommodate this “trial” and I returned to the innkeeper. Naturally, he was suspicious of my reasoning for wanting a single coin back in my possession and swindled me out of every copper I had made.

Btw- the whole reason for the name is in most of my games, I actually help players conceive a character by playing sorting hat away from other players.
It's a really fun way to inform them of some GM stuff no spoilers Style, while also helping them figure out what they'd like to play with so many options lol.

@Sorting Hat GM: I was mainly curious since the the original post mentioned a meeting with the King. Mechanically I don’t see how it would affect much at all, just was thinking on his backstory and ideas depending on the different areas of Golarian.
Ah I see. Yes.... If we were in session I'd have you roll either a knowledge history or a knowledge arcana.
Here all I can say for the moment is that it won't matter at all where you come from / what country you are in.

After looking things over and thinking about it, I'm not sure Ktinos would be the right character to play with this campaign. Instead I'm debating about Mthandihle a.k.a. Myth, the chaos-corrupted catfolk. She's kind of the result of me thinking about what a renegade Protean would be like--in this case, Myth is influenced by/semi-possessed by/possibly the past of a Protean who likes playing with the laws of physics rather than trying to dissolve planes into primordial chaos. Of course the last time I built her it was with Spheres of Power, so I'll have to think how I could best get some physics-bending powers into a rogue without Spheres.

In cases like these, I always say UMD is your best friend and answer to everything. The "magic" options for a rogue through feats and archetypes can, usually, feel pretty whelming. UMD might limit you for a smidge with the cost of what you want-
But nothing feels better then stuffing something into the astral plane with a quick portable hole in a bag of holding and dimensional anchor for the ultimate prison.

If chosen for the homebrew Golarion campaign, I hope we get a chance to meet other established Pathfinder characters. Maybe run afoul of a slightly grayer Count Varian Jeggare and Radovan, or being brought before Abrogail Thrune II?

I had a char who ended up being Abrogails favorite frenemy after WOTR.
As Nocticulas Herald, he had the cunning idea of selling Baphomets preserved head (when he gets killed once) to Asmodeus (for considerable profit), and then to also recruit Chelish help for storming the inelectuable prison.
Asmodeus got his prison back, Nocticula got a new midnight isle, Iomedae her herald, and all 3 were completely baffled by the extremely uncharacterstic lack of backstabbing in this venture.
Sarkoris became to Nocticula what Cheliax is to Asmodeus, and they now have a mostly tastefull cold war going on between them, with Sarkoris backing Galt and Andoran while Cheliax is protecting Mendev and Isger.
But I better stop posting fluff and actually get my character done :)

Shapeshifting can be a hard one. I don't remember what it's called, but there is some druid feat that treats your level for the purposes of wild shape as "character level -3"
Course that depends on exactly what kind of shape shifting you're looking for.
Good question. I got kind of spoiled with Spheres shapeshifting. And Starfinder shapeshifting. I think I have some other third-party shapeshifting options, though. I'll look through them and see if anything there catches my interest enough to ask you if you'd approve them.

Actually switching to a gunslinger. I cant seem to make Gunpowder inquisitor work. Background stays the same.
Gunslinger to I believe off pure memory, level 3 or 5, is just too good.

Here's my submission, an unchained rogue with the dreamthief archetype.
Cordelia soon joined the crew of an elven captain named Variel. The two hit it off right away, and while her days were spent sailing the seas and learning how to fight with elven weapons, her nights were spent in Variel's bed as the elf's lover. All was going well until a mighty storm sprang up and destroyed the ship! Cordelia washed up on shore on a deserted island, but there was no sign of Variel or any of the other crew members.
Heartbroken and overcome with despair, Cordelia drew strength from somewhere deep inside of her, something she hadn't even known existed before. Indeed, the source of this strength was a dreamshard, a focused fragment of emotion lodged deep in her soul. She knew not how it had got there, but it gave her the determination to persevere and survive on her own for several weeks.
Eventually, another ship happened by and brought her back to civilization. But with no money and barely any possessions, the rogue has been having trouble making ends meet...

All right, here's part 1 of Myth's backstory:
During one such visit, she left the tribe and went with them.
The town was just as exciting and different as she had imagined, and she just had to handle all of the strange new things she saw. Sure, some people called it stealing, but she meant to give the things back when she was done looking them over. If they'd quit chasing her and yelling at her she'd explain that, but as it was, she was getting to teach them how good she was at climbing and hiding. Eventually she found some people who understood her, who helped her learn how to get better at getting into places and taking the stuff they were unjustly hoarding to themselves. They were the ones who started calling her Myth, after she got tired of them mispronouncing her name for the twentieth time.
It was during one such excursion, looking for interesting things in the manor of an overly wealthy merchant, that her life changed again. An unusual little statuette in his home caught Myth's attention. It was shaped like a leopard, carved from some sort of green stone, but as she picked it up and looked it over, she noticed that instead of spots it seemed to be covered in a number of carefully carved little eyes.
She was still holding it when she heard shouting and had to bolt for the window she'd left open. As Myth climbed through the window the statuette slipped from her grasp, landing on the cobblestones below with a sharp crack... moments before she stepped on it. She bit back a yowl of pain as a sharp edge from the broken statuette cut into sole of her foot. A crawling sensation started working its way up her leg as she fled, reaching her head as she rounded a corner. She found herself thinking how useful it would be to be faster… and stumbled as she felt her legs changing, growing longer and stronger.
With that change she fled faster than her pursuers could follow, leaving town for the forest beyond before her form changed back. Not wanting to lead pursuit back to her friends she decided it was time to leave town anyway, exploring her new shapeshifting abilities at the same time as she explored parallel to a road she'd heard would lead to another town.
In time she would find new friends and new opportunities, especially as her shapeshifting abilities now let her get places and do things she never could before. Only one thing troubles her now... on stormy nights or nights with a waxing crescent moon, she sometimes dreams of a leopard with eyes in place of spots, watching her from the shadows.

It was hard to get food while hiding. It was about the time that Myth was reduced to hunting rats that she found the coin, wrapped in a cloth. Reading the instructions, the amurrun decided that she would follow them… at least for the first step.
Belly full of cheap food, Myth decided she might as well try to follow the rest of the directions. After all, what was the worst that could happen? Besides, it sounded like an interesting challenge. Debating on just what to do, she hit on a plan. She took some of the cheap biscuits she’d bought, went out to a busy street corner, and started juggling them.
After a little while, someone threw a coin to her. She threw a biscuit back. This got a reaction, and before long, she was doing a lively ‘business’. It didn’t take her long to run out of what was left of what she’d purchased, and fortunately enough, she’d gotten a little more than one gold coin’s worth out of it. Going back to the merchant she’d bought the food from, Myth convinced him to give her the coin back in return for the money she’d gotten.
