Honestly, you can make pretty much any character you want. There are certain clans that are not yet allowed because of the time period.
Also, I see the requirement about pre-Scorpion coup. What clans existed at that time, or which ones shouldn't be considered if that's easier?
You cannot go wrong with one of the Great Clans.

You would have to talk to the GM, although I think the era we are playing in the Agasha family is still dragon. I may be wrong.

The Agasha family was of the Dragon clan during the pre-Scorpion clan coup.
