Agreed, Hampton says, busily tying ropes around Flint, Forsetta, and then himself. No one is going under alone, nor staying above alone.
Shaggy and Scooby Gideon and Biago should stay above while we check out the wreck, and pull us back up if we tug on the rope.

Flint, Forsetta, and Hampton each take a deep breath and dive under.
They immediately see the cause of the wreck and Hlavard's fate. Wedged into a hole in the side of the Shoreseeker is the head of an enormous sea serpent. Clutched in its jaws is the body of an Ulfen man wearing an ornate gorget. An axe is firmly embedded in the side of the serpent’s head. It would appear this was a fight to the death on both sides.
It will take one round to Swim to the sea serpent and Hlavard. The sea serpent's jaws are clenched tightly, and it will require an Athletics check Force them Open to retrieve Hlavard and the gorget. (If you do not have a crowbar, there is a -2 to this check.) Attempting the Athletics checks, like attacking, causes you to lose an extra round of air.

Hampton points to Forsetta and makes a motion like opening a bear trap, then swims to the far side, ready to lend a hand to Forsetta's Athletics check.
I expect that's 3 rounds of air for Hampton.

Gideon feigns wanting to follow everyone else below and into the waters but is quite relieved when he is handed one of the ropes.
Gideon clutches the rope tightly waiting for the signal to pull the others to safety through the water. He looks to Biago holding the second rope. "Exciting isn't it?! I wonder what they will find below. Don't you worry, I have been in this situation thrice before and we will be quite alright."

Flint swims over to the jaws and shows some flexed muscles to no one in particular. With a purely mental prayer to Torag, he does his best to pry open the jaws: Athletics: 1d20 + 6 ⇒ (20) + 6 = 26 BOOM!

The entire ship sways unnervingly as the dead serpent shifts with the force of Flint prying open the jaws. Hlavard's body is freed!

I propose the following: Flint first, Hampton next and then ropes secured for Gideon, Biago, and lastly Forsetta. This leaves protection on both decks for what I'm sure is for no reason at all. ;-)

Notes on Aquatic Combat!
You’re flat-footed unless you have a swim Speed.
You gain resistance 5 to acid and fire.
You take a –2 circumstance penalty to melee slashing or bludgeoning attacks that pass through water.
Ranged attacks that deal bludgeoning or slashing damage automatically miss if the attacker or target is underwater, and piercing ranged attacks made by an underwater creature or against an underwater target have their range increments halved.
You can’t cast fire spells or use actions with the fire trait underwater.
At the GM’s discretion, some ground-based actions might not work underwater or while floating.

Captain Vriggdahl sets sail back for Iceferry immediately, worried about more sea serpents.
Venture-Captain Torrsen is delighted when you return with both the body and the gorget.
“This will greatly please the Grenskuldrs. Thank you. I’ll make sure that you’re all on the list for a very special event coming up soon.”
Torrsen says nothing more about what this special event might be, though he does open up a nearby cabinet and take down an armful of vials. He says, “Let’s just say these might come in handy,” and gives you each a vial of lesser winter wolf elixir.
