From your point-of-view, you see something not visible from the front of the bridge. There appears to be a rope doubled over and wrapped around the NE wheel of the wagon. Two lengths of rope, about 10' apart, run over the edge of the bridge and down the side. There are large knots about every foot, and you count ten of these down the bridge's side. The two lengths of rope disappear underneath the bridge, but are being pulled taught by something (...or someone?) down there.

As soon as she sees it she whispers to her party, alerting them.
Look at those two knotted ropes down there, coming off the bridge. Someone, or something is holding onto both of them and pulling them near each other, just out of site... maybe that is who is controlling her and causing this odd behavior.
She peers over the edge for a closer look...

Swinging around to find out what was going on with the stranger on the bridge, Shi decided to nock a blunt arrow and hope that if it was a threat, he would knock it out. The arrow fluttered right into the water.
Boris let out a screeching that sounded like the Roc was laughing.

Laughable as it might be, Shi's attack triggers combat. The dwarf woman's readied action goes off, triggering the others:
"Aaah! They're attacking! ARCHERS!!!" (She points at Shi.) "Everyone, go, Go, GO!!" She also flips back her cloak and is now somehow holding two daggers. She seems much faster and more nimble than she first appeared.
The archers' readied actions were both trained on Jon however. Two arrows streak out from somewhere on the other side:

'Hazzard1 & 2' look to be human bandits whose readied actions are to climb up the ropes hanging over the edge of the bridge. (Blue, Red) The wagon debris will be difficult for them to climb over. Maybe not the smartest ambush ever.

yeah the bridge artwork doesn't play well with the grid. The edges are not a hard wall, you can stand 3 abreast without squeezing. (so follow the grid, treat the half spaces as whole.)

Reminder that Jon implanted mesmeric mirror in Kaepora. He will trigger that trick the first time Kaepora is targeted with an attack or a spell that requires an attack roll to create a single mirror image.
Jon, barely standing but keeping his gaze on the woman, steps back and tries to insert his mind in hers, twisting it into confusion over who are her real foes.

True! When I was trying to decide if I should hit her too, I figured that the benefits of her getting stunned would be close to as good as her getting commanded (mostly due to the fact she would drop her weapons; unless she's carrying backups, that's two AOO provoking move actions to rearm plus the turn lost to being stunned, which is probably fatal), and that it still left open the best case scenario where she passes, the other guy fails and both of them take damage while she tears him apart while stunned. That gives her sneak attack damage against him too, since stun removes his dex to AC. Looks like we're lucky!
I definitely would have healed you instead if I had realized you got hit with the arrows though, not sure how I missed that :-/.

Ela glides through the crowd of her party, popping out at a corner of the bridge where she has a clear shot at the woman, but still keeping a safe distance.
She pops the cap on her black powder horn and deftly drops a pinch into the upright barrel of her pistol, and a metal pellet falls out of her palm chasing it down. In the same motion her other hand detaches a ramrod from the side of the barrel which then immediately follows the bullet and powder into the barrel.

Jon keeps his gaze on the white woman, pushing forward to keep her in range of his hypnotic and painful stare, while moving closer to the archers that cause such difficulty. He nods, though, in gratitude for the healing Katswiri provided, absentmindedly playing with the holes in his tunic left by the arrows as he moves.
He suddenly calls into being an aura of ill will that flows out from him in a wide range, bringing misfortune to all of their enemies.
