Part walking, part swimming you are led through a cave system containing more skum and eventually into a larger cavern with a solitary skum inside. Phosresecent lichen grows on the walls of this cave, though portions have been scraped away so that someone can carve messages into the stone wall. One of your escorts starts speaking:

The leader turns to you:

Til smiles. "Well, we're the new neighbors living upstairs, and we thought we should introduce ourselves, try to establish friendly relations if possible. Always better to get along with the people who live so close, right? But my associate here, well, she's concerned about some rumors that you've been keeping some of her kin against their will. I'm positive it is just a misunderstanding, and we can find a way to work together."
Well, we need to say SOMETHING that won't automatically start a fight!

The leader turns to you:
"What do you want, you risk death coming here."
“Oh, good, so I’m not the only one who was thinking it,” Adonara says lightly, as if responding to a coffee-house stranger’s idle comment about the weather. Whether the skum decide she’s daft or dense as her demeanour shifts rapidly in all sorts of directions, she hopes either way they’ll be off-balance and liable to slip up if they can’t get a clear sense of her angle.
“As my colleague suggested,” she acknowledges Tilorean with a grateful gesture, “I’ve heard some most distressing things. I’m afraid I will have to ask if you’ve seen anyone like this –“
She gestures towards herself, twitching her pointed ears and adding, “Only with gills and webs, possibly a bit bluer or pinker of complexion, like coral? Also, we’ll have to take a look about. We’re dealing with the city now that the property is about to leave escrow, and, well, no other tenants were on the rolls, and we’re much easier to deal with than the powers that be.”
“I’m not a very good liar,” she confides, “and when we fill in the paperwork, it will be much more convincing if I can honestly say that I’ve seen all of the place, even if we unofficially come to some sort of arrangement.” Diplomacy, to aid Tilorean (not that he really needs it, with his dice that hot): 1d20 + 8 ⇒ (1) + 8 = 9 With another +4 if her Obedience applies. Probably not, but one never knows.

So much for that idea. We can only hope that this Pagh fellow doesn't insist on an immediate dissection to see if he can figure out how Adonara can spout so much nonsense and still sound so impossibly patronizing. ;)

Keep calm and don’t escalate, Adonara reminds herself, thought it rankles – to drastically understate the case – that she’s evidently convinced the skums’ leader that she’s an idiot all too easily. At least, not until you manoeuvre so that someone can slip a knife between his ribs, if necessary.

She keeps her voice deliberately light as Tilorean voices her concerns with the skum’s demands, “Exactly. Our offer must depend on what you want and why you’re holding them. What did your prisoners do? Can we see them too?” Not that it’s likely reasonable to believe a word that comes out of an aboleth lackey’s fishy mouth.
“To hear – ” she pauses, rather doubting that the free peoples of the sea are likely to be the parties at fault. Putting the question so directly, if politely, probably makes the insinuation rather clear, but her sharp smile stays on her face as she concludes sardonically, “ – both sides.”
Left to her own devices, Adonara would probably offer, ‘Your lives, if you leave at once.’ It’s really only her respect for the opinions of the other Silver Ravens that stops her. Looks like great minds think alike, Fulk! :)
Hmm. Also looks like someone like Adonara, with links to the Mordant Spire and all that entails, probably isn’t the best person for these negotiations. XD

Bachu you think he is telling the truth in that he believes in what he is saying, you also get the impression, however, that he is stalling for time.

Standing easy, Ragnar starts to finger his light axe but keeps it in the scabbard for right now.
These things need nothing more than their removal to keep people safe.

"Wow. Well, that's an interesting tell. So, you want to make our new home a place we can't live, and the older ones too? And disagreeing over that was why you took them prisoner? Yeah, I'm thinking we're going to have to free them the hard way." Til draws his rapier as he speaks, his voice hardening as he reaches the end of the statement.
Not positive there's a surprise round involved, so, not declaring any further actions.

Adonara tilts her head in exaggerated fashion to listen as Bachu confirms her suspicions.
“I’m not an engineer,” she remarks breezily, “but even I know that’s rubbish. Unless you reversed the pumps, or something like that.”
She smiles as she moves to support Tilorean as he speaks, doing her best to appear unthreatening, but beginning to circle for an eventual flanking position.
"Leave now then, or we will destroy you."
Assuming we're going to combat at this point?

“We’ll see,” she says simply, drawing her sword, adding a murmured Elven blessing with a touch that sees the blade limned with gold and then flicker with what looks like yellow flame. I’m not sure we’re quite in initiative yet, but if we are: move (combined with drawing her weapon) to try to flank with Til, standard and swift to enhance her weapon with her arcane pool and Chaos blessing.

We're on slide 3 of the maps, currently bottled in the hallway leading to this Ungol-Pagh fellow's sanctum. With Ragnar's cloak, I think he'd be able to get to whichever of the skum he wants, the catch being that unless he hugs the walls, he'd have to deal with Fulk's web. (Looks like we got one round in before moving to initiative.) The NW skum might be his best bet.
I added a spell template for the area of Fulk's web: I think that's pretty much where it has to be to have forced a save from all the minions, but Fulk can wrangle it, of course, if I've eyeballed it wrong.

Water breathing does what the group needs to keep them alive down here, but it doesn't really help with the whole movement problem.
Swim: 1d20 + 1 ⇒ (18) + 1 = 19 That should be more than sufficient here.
Til adjusts his position, trying to move towards the leader who was threatening the group just seconds earlier.
Full-round swim for half movement, right?

His flesh begins to ripple, absorbing clothes and equipment into a new, growing, thickening fur and flesh and claw and maw until there is no longer a tiefling stood before you. In his stead is a hellish tiger, 9ft long, its reddish-orange fur slashed with black and grey.

He pads forward into the chamber, feeling the space in front of him with his claws.

Head of the serpent, Adonara decides, seeing Ragnar move quickly to handle the skum trapped by Fulk’s spell.
“Bran, with me!” she calls, trying to guide the temporarily blinded shapeshifter. She moves alongside him as quickly as she can, but there’s only so much she can do against the drag of the water, and it will take a few more heartbeats to close. In the meantime, she braces for another spell from the skums’ leader.
Double move, 8 rounds left of this activation of blessing/arcane pool.
