Sorry, need to rewind a bit.
Slick was hidden via Stealth, and yelled out while retreating to an ambush site (I assumed still under Stealth). The Akata did not respond.

Does Slick still stroll out to talk to the others?

Haer Kul has a take-10 perception of 20, which is what I believe Slick got on his Stealth. Can I assume that Haer Kul is aware of where Slick is and what he's doing?

Haer Kul will move up to where he can look around the corner at the Akata, and observe them. Perception: 1d20 + 10 ⇒ (10) + 10 = 20

Yes, since the things seemed to be ignoring him. Assuming at least enough time has gone by for them to have reacted. Otherwise, he is waiting to see if they react.

As Slick strolls nonchalantly back towards the party, the akata see him, and their mouths open in a silent snarl!

The second akata rushes forward, but stops to attack Haer Kul.

Haer Kul will try not to get distracted by the pretty pretty fire, and he'll stay in full defense, till one of the Akata is defeated. Then he'll 5-foot step away from the remaining one, and then move away.

Oops. Sorry, Andy. I missed that.

The Terror attack has no special effect on a critical, as written, but I'm going to say it allows an extra person to make an AoO. In this case it would logically be Slick.
