The party finally backs Tsomo into a corner from which there is no escape! Indeed, it looked like he had signaled to back up, but you were too quick and two thugs run off into the crowd.
Tsomo finds himself on a dock, surrounded by sharks, and with no path left but to fight his way through you. The water below is calm, but the sharks are clearly hungry.

As the group takes Tsomo into hand Anwar will keep an eye on the sharks, making sure they don't decide to try and take a bite out of anyone. If they look like they are going to become aggressive he will cast calm animals on as many as possible. DC16 will save for all within 30' of each other.
If not he will spend a bit of time crooning to them, trying to make some new friends.

There was about to be some enchantment magic to add to the insult too. Had to cast Fly because a lot of enchantment magic is close range. ;)

RIGHT as I was proofreading the big denouement, my laptop went through a mandatory update with restart. Grrrr....
The party quickly overcomes Tsomo. The noose laid over him during the chase prevented him from getting any back up, and the elf was no match for experienced Pathfinders.
The only problem is that Tsomo isn't an elf at all!
A look at his teeth while searching him reveals the truth, he was a malenti, a mutant sahuagin who could pass as an elf. With the clock stopped, there's nothing stopping the Pathfinders from thoroughly investigating his motives.
Apparently he was the vanguard agent for an ambitious and greedy sahuagin named Zemdar. Zemdar was seeking to destroy Vialesk, but his army of warriors would have struggled with the air breathing sections of the city. The attack on Zahra was one of coincidence, the expedition was getting too close to his base.
Lileone thanks you for all you have done and swallows her pride to apologize to Zahra. Zahra is pleased with the you. So much so that the undine informs you she has made financial arrangements with Razethka and invites you to join the next expedition to the shell settlement!
Razethka sends you a note of thanks for the entertainment (and that she covered the collateral damage your chase caused. Zahra and Lileone put aside their difference and swim out to aid the poisoned reef, but their efforts alone are not enough. Thankfully you convinced enough of the erstwhile expedition to help that the reef will survive!
