Unless kobold 4 stays to fight I should be able to do this without provoking as no other kobolds have had a chance to act. If they have Combat Reflexes however I provoke from those threatening me.

Tom delivers a sharp rap to the kobold's skull. "Quiet you, or I might decide to eat you instead of ask questions," says Tom with an evil grin to the kobold. "A capital idea Ms. Wizard. Lovely as this stroll has been, that angry blue cloud up there looks fit to rain lightning down on us at any minute and I would hate to singe my cloak."
Slinging the kobold over his shoulder and picking up his gear Tom heads toward the closest fortified building.

A boy about 13 years old responds to the question about who is in charge. Pointing to a hill that you are heading to, Governor Nighthill is up there .
As he says that the hair on the back of your necks all stands on edge as a huge shadow overtakes the group. There is a crack of thunder and a bolt of lightening hits.
It takes a few moments to recover from the blast, the townsfolk that you were escorting to the hill are all dead, save for the boy who pointed out where to go. The flap of wings continues away from you overhead.
