No, he moved up in order to cast Command per your instruction. You never reconciled the save.
Donovaan cast command in round 3. It was quite effective as the man in the cart failed the save, as noted here.
I apologize that I was not more clear in conveying the result of the spell/save. I will try to do better from here on out (and welcome any suggestions to better do so).
Donavaan was botted round 4; casting daze as I had no botting instructions and did not want to expend a spell slot without your okay. The will save for the daze spell was resolved here. NOTE: If Donavaan had cast command in round 4, then the man in the cart would have not been effected by the spell (and Donavaan would have expended a spell slot; therefore, I see no advantage to the PCs to try and retcon.

Hearing the cries of the miners who worship him, spurs on the man in the cart. When he hears the mystic speak, he simply smiles and reconsiders his plans of escape--unaffected by the spell.
Turning to the vesk, Talbot whispers, "You are Starfinders, aren't you? Not as tough as I would have thought, but then I suppose the organization has lowered its standards a bit in recent years--lost its eye for true talent."
"I was afraid that I'd have to leave town in a rush--turns out that the stone is a fake. But, if my loyal fans and I can put you Starfinders down, then I might be able to buy a little more time.", the former Starfinder sneers.
Per scenario as written, a Starfinder being incapacitated causes Talbot to stop fleeing.
Talbot once again reaches for the controls. But this time, instead of trying to head toward the mine entrance to escape, he decides to back the cart up--towards Mustachio. The actor is pushed aside as the cart rumbles by.

Seeing one of his loyal men go down so quickly, Talbot begins to wonder if he has underestimated the Starfinders. As a former Starfinder, he is well aware that members of the organization have some amazing abilities that are not always readily apparent. He decides to employ his own.

This Round
Pushing off against the ground, Astrator struggles to his feet and reorients himself about the room. Glancing at his rifle on the floor, and back up at the fleeing villian- he opts to give chase.

Reaching out through the circuit "gem" in his forehead, Astrator taps into the very last of his magical powers to throw a beam of grease at the fugitive- hoping to slow or stop his escape.
