With the trap deactivated, Mustachio strolls forward back the group. "Ok, that went well. Next time, I'll try my hand at deactivating the traps. I am practically an expert after all. I was Assistant to the Assistant Boom Operator in 'Hacked & Out of Control'. I was up close and personal with many a boom. Explosions, to those who aren't in the field."

The passageway to the north appears to head deeper into the mine. The artificial lighting in the passage gives off a low glow, illuminating tracks covered in a thick layer of dust, which show little indication of any recent disturbance.
By contrast, the tracks in the passage heading toward the southwest are fairly clear of debris, suggesting more recent--and frequent--use.
From your current position, no sounds can be heard coming from either passage.

Obozaya moves forward, hugging the wall. She takes a position near the corner.She takes aim with her reaction cannon, ready to shoot at anything hostile that might emerge from the tunnel.
As soon as someone hostile comes around the corner, Obozaya shouts:
"Drop your weapons! Now! Hands on your head!"
And if they don't...

As Astrator rounds the corner of the tunnel, the android views three miners peering back.
One of the miners (blue) cries out, “Talbot! Youze wuz right! Somebuddy done come pokin’ round in here! “ He draws his pistol, as does another (yellow). Each takes up a defensive positions and fires at the android.

A third (green), lets out an angry cry, pulls out a club and races toward the android—swinging!

Suddenly, Astrator clear sees, as does Obozaya (although her view is much more obscured), a man with long, raven-colored hair matching the description of Reynald Talbot making a dash for the mining cart atop the tracks in the room. The man deftly hops over the edge of the high-cart and ducks down within it.

The mining cart looks fully functional and the cart tracks that serpent through this room, unlike those observed in the two passages that go deeper into the mine, appear largely clear of dust and debris--indicative of recent use.
Any creature inside the mine cart receives partial cover from attacks originating outside of the cart.

To cast the spell on the man in the cart, Donavaan must be able to see or touch the man to target him. (See "Targets" CRB pg. 334). This would require Donavaan to also take a move action. As the green miner is dazed, Donavaan could move past him without provoking an AoO.
Otherwise, the only enemy target of the spell would be the green miner, who again is dazed until the end of Astrator's turn.

The scenario doesn't contemplate this, but I would say: Yes, you can grab the edge of the cart to slow it down/stop it. Doing so requires an Athletics check (DC 13) as a standard action to grab it and then a successful Strength check (DC 18) as a move action to push and keep the cart from moving forward. Other PCs may aid in this action. For every 5 that you exceed the DC, you can push the cart backwards 5 feet. Failure by less than 5 means the PC fails to stop the cart, while failing by 5 or more means the would-be stopper falls prone next to the cart.
Due to its size, weight, and stability provided by the tracks, I am ruling that you cannot simply tip the cart over on its side.

Yes. A PC can board or disembark from the cart while it is in motion with a successful DC 15 Acrobatics or Athletics check. Failure by less than 5 means the PC fails to board the cart, while failing by 5 or more means the would-be boarder falls prone next to the cart. Up to three Medium creatures can stand in the cart together.
The mine cart is fully functional and has a set of controls on the top rim.
The cart can be activated as a move action. Once active, the cart moves 30 feet along the tracks on the floor of the mine. A creature inside the mine cart receives partial cover from attacks originating outside of the cart. A creature in the way of a moving mine cart takes 4d4 bludgeoning damage (DC 12 Reflex save negates) and is pushed aside by the moving cart.

"And now that crazy reptile is tryin' to do the same to Talbot!" He turns his laser pistol on the vesk. "Not if I can help it!"

Donovaan knows that that his Starfinder team has been tasked with obtaining an artifact from a man matching the description of the person attempting to flee in the mine cart. In an attempt to stop the man from fleeing, the mystic casts daze on the man in the mine cart. Standard action
He then moves off the tracks in order to avoid being hit, in the event that spell was not successful in stopping the man from trying to use the cart to flee. Move action

Unaffected by the spell, the man in the cart continues with escape efforts. With a vicious-looking vesk now sharing the cart with him, he realizes that he is not likely to get off a shot before the reptilian strikes him, so he drops the pistol he had unholstered on his way to the cart. It clanks down to the floor.
Next, he reaches forward to manipulate the cart's controls to move it cart forward; as he reaches down he pulls a knife from his boot. Move action and sufficient BAB to draw a weapon (does not provoke AoO - CRB pp. 247-248).
Uprighting himself with admirable speed and agility, he swings the blade at the vesk!

Leaving Talbot to the vesk, Astrator turns his attention to the approaching miners.
For the last time, he reaches out to the area around the enemies and a shimmering, "glitching" energy settles over the miners, coating the ground beneath their feet.
"Give up, this fight is not with you!"

The sole standing miner, seeing the vesk continue to threaten the man in the cart, becomes all the more incensed. "We cain't let them there get to Talbot. Not after all he's done for this here town!" He attempts to race across the now slick floor.
