Wait, I'm still not sure. Did the demon, move, attack with the whip, and throw the tumor ball?

A staggered creature may take a single move action or standard action each round (but not both, nor can he take full-round actions). A staggered creature can still take free, swift and immediate actions. A creature with nonlethal damage exactly equal to its current hit points gains the staggered condition.
Limited charge as a Standard, Tumor as a Swift. When he's on the move, staggering, surprisingly, doesn't really affect him too hard if he's not casting. Now, if you get him when he's in full-attack range, you can prevent 2 attacks.

Fun fact 1: I have an old copy of 5-10, where the "Subtier 10-11" reads "Subtier 6-7." Ha!
Fun Fact 2: While there IS a manual of Gainful Exercise in the loot for the last fight...
Note that a character in Pathfinder Society Organized Play must purchase the manual for its benefits to last beyond the end of the scenario.
