Close to it, but in the other PbP's I've played in, I've noticed a tendency towards larger groups. Don't know if that's that common, but it's been my experience. In a personal game, actions taken take up game time from the other players. This is not necessarily so for this format. I've run large groups before, and it gives more people the chance to play. Sure it makes the game slightly easier, but combat really isn't the primary focus since PbP's as a general rule-of-thumb tend to be more about the character development.
