How would you build a character around the use of Shadow Evocation and Greater Shadow Evocation?
It can be any class, but the one thing that's non negotiable is this: NO SHADOW CONJURATION. Summoning is banned in the games I play due to the sheer amount of players we have.
Would you recommend something in particular? I think Shadowcaster Wizard was the closest thing I saw to something that would get a special bonus to using that spell.

Shadow conjuration need not be out of bounds. There are a lot of non-summoning conjuration spells. Fiery Shuriken, for example is excellent.

Also, look to emulate offensive Evocation spells that are Saving Throw: None. That way you only have to roll for the one Will saving throw part of the Shadow Evocation spell. Allowing 1 save is always better than allowing 2.
The Outlander: Lore Seeker campaign trait would also be ideal if you are allowed to voluntarily chose it. 2 of your 3 spells chosen would be Shadow Evocation and G. Shadow Evocation.

There's the Solid Shadows metamagic feat, which obviously becomes better if you can make yourself take the magical lineage trait. A quick look on Archives of Nethys found the Crook of Cidhureen. Between those and shadowcaster wizard you'd be looking at up to +90% to the reality of your shadow evocations. Quite different sources so the only thing stopping them stacking is an enraged GM.
Go on Mr Monster, make that will save. I dare you.

The main advantage of the shadow spells is simply their versatility. They're especially nice for classes with the Darkness domain and witches with the Shadow patron, because they provide access to an entire spell list that would otherwise be off-limits.
There are a couple of fun tricks you can pull off with shadow spells, like casting contingent action, contingent scroll, and eventually contingency as a standard action. Or creating Sepia Snake Sigils for free.

Also, don't forget the recently added Shadow Enchantment and Greater Shadow Enchantment spells if you're going with this build. There is a ton of versatility built into these.
You really want a build that can boost the DCs of these spells. Wayangs and Fetchlings are thematically appropriate races who get DC boosts to shadow spells. Gnomes get a DC boost to all illusion spells, so they are worth checking out also. Additionally you'll want to take Spell Focus Illusion and Greater Spell Focus. Tenebrous Spell Metamagic provides a +1 CL and DC boost at no level increase for shadow spells.
You'll also eventually want to get Spell Perfection on one of the Shadow spells.
If you go with a wizard, check out the Resilient Illusions arcane discovery. It lets you roll a caster level check each time you cast an illusion spell. If the check is higher than your DC, you use that instead. If you start stacking on the CLs you can get some insane DCs with that discovery.

Gnome Sorcerer. For single spell focus more spells are more importation than progression. Spell focus illusion and greater spell focus illusion. I would get the fey bloodline for extra greater invisibility.
Now for my favorite combo Great Invisibility, Shadow Evocation, Detonate.
at higher level make this persistent.
Persistent is important to cover the fact there are 2 saving throws.
Because you know it's an illusion you only ever take 1/5th the damage. and you do 1d8 per level in a radius around you.
