Fog cloud and concealment

If there is a fog cloud in effect and I'm in a square covered by the fog cloud and my adjacent opponent is not within the fog cloud do we both have concealment or only me since I am in the fog cloud and he isn't?

you have 20% concealment for being on the edge of the cloud he doesn't have concealment , so yes its like a cheap blur spell if you can get your positioning correct.
