Hi,
A player want to play a character that is slowing becoming more dragon like (claw, teeth, scale, tail, wing,etc..) as time passes (or as he gain level), for the claw, scale and the wing since he his playing Sorcerer it work, then for the bite, and later the full transformation, he will go Dragon disciple, but before gaining this he would like to unlock something like a tail and some horn.
So my question is "Is there any way to gain some feature like tail & horn other than multiclassing? Is there a feat or even a trait that can gave this?"
I asked Fey too cause i know a friend who want to have like Fairy butterfly wings.

I would suggest reflavoring some spells to give them a draconic or fey feel. Don’t change any game mechanics on the spell just the cosmetics. For example, Fly could cause the character to grow wings appropriate the aspect of the creature that is the source of their magic. Transmutation spells can be particularly good for this. Something like Animal Aspect could be altered to take on various draconic or fey features without changing how the spell works.

Depending on exactly how you want to do this, you could use the Monster Templates.
That would work much better for the Fey, as both the Fey-touched creature and Fey Creature boost CR at specific number of Hit Dice.
Using Fey-touched as an example (because it's much simpler though it sadly doesn't give you butterfly wings) you would start just by applying the template since it is +0CR. When you reach 5th level (5HD), you could "skip" your next level (not level up with the rest of the party) to accommodate the +1CR. Similar for the Fey template, though you would need to "skip" level 2 since it starts with +1 CR.
Half-Dragon is a lot trickier because it is a flat +2CR, and is mostly based on racial HD. And would be way too good if you started out with it. Maybe half the abilities and bonuses in place of your 5th level and another half in place of your 10th? So you'd be a 9th-level half-dragon but a sorcerer who didn't take the template would be an 11th-level human.
Sounds like you are the GM, these are just some ideas you might consider.

You could also dust off the old Bloodlines from 3.x, with some tweaks.

The Sylvan (Wildblooded Fey) Sorcerer gets Fey Wings. Bloodline powers can also be obtained via the Eldritch Heritage feats.
Animal aspects can be gained through the Wilding feats.
I have also compiled a list of how to get uncommon natural weapons without multiclassing.

Mysterious Stranger's idea of reflavoring some spells cast could be a cool way to go, for a sorcerer. They cast mage armor or shield, and gain the appearance of scaly skin for the duration of the spell. They cast burning hands, it appears from their mouth as a miniature dragon's breath. Same with scorching ray or fireball, visibly spat from the (momentarily draconic) mouth, rather than the hands. (Other non-specific attack spells, like magic missile, could also appear to be hot spittle from a momentarily draconic face. Or their hand could twist to appear as a dragon's claw during the casting of magic missile, they swipe at the air, and claw-like 1d4+1 force damage wounds appear on the target(s).) Fly makes wings, but the wings are spectral and ephemeral, not interacting with the surroundings, so that the spell *mechanically* is no different, just appears more 'draconic.' When they cast scare or fear, the image of a rearing roaring dragon appears for a moment behind them, making their fear spell seem like a momentary instance of a dragon's fearful presence.
No real mechanical effect would need to be added for this, nor for some mild cosmetic alteration, like a constant smattering of scales on the skin (that add no natural armor or other bonus), or tinting of the hair to the appropriate color (electric blue, metallic copper, whatever). Fingernails that tend to end in points, like claws, naturally, but are not significantly stronger or tougher than regular nails, and so unsuitable for 'claw attacks' (perhaps even sturdy enough to be usable as 'claw attacks,' but inflicting no more damage than any other low level sorcerer would do with a closed fist, 1d3 nonlethal damage). The same could apply to the bite or a horned crest that starts to grow on the head. If it doesn't do any more damage than the 1d3 nonlethal that any schmuck can do with a good punch or kick, then it shouldn't really be all that significant, from a mechanical standpoint (assuming your GM approves of that sort of creative fluff!).

being creative is part of what the game is about. There is a Game Balance issue when actual rule mechanics get involved as players want to go there. So there's "reflavoring" or "reskinning" versus various forms of perception & identifying skill checks. When players expect different reactions due to their creativity then you know it's a strong desire for a mechanical effect.
Home GMs are needed to create or guide that desire into a mechanical effect.
Within RAW you can always use costumes or disguises and those do have a mechanical effect (after a roll or disguise DC).

usually people use racial traits accessed via Adopted trait, human's alt racial trait Adoptive Parentage, human's Racial Heritage feat, then Additional Traits feat, or similar feat. A key RAW point is that traits can not be changed via Retraining (meh - it is what it is). see Advice on Kitsune fighter build 2024-02 where it gets, ummm, very creative.

Racial traits can cover a lot of this depending on what's chosen. My husband is playing a kobold shifter, slowly becoming a dragon. Various alternate traits and racial feats have given him a tail attack, a bite, and wings in addition to the claws class feature.
Working with the cross blooded sorcerer archetype could open up some options. If there are any archetypes that let you mix in some summoner flavor, I know there are one or two feats that can let you apply evolution points to yourself. Most of the body part evolutions are only 1 or two points.
