Playing a reincarnated character.

I randomly rolled on backstory options in a DnD book (heretical, I know) and got "You are a reincarnated being from another plane of existence." That is where my Sorcerer powers come from. I am an Ifrit and an Elemental Fire Sorcerer. Base ancestry is Gnome.

I saw that the "Reincarnate" ritual doesn't specify the creature type. That is pretty dope. What are some creatures that that could be funny to RP? I thought about a Devil or something, who could finally be free from the evil of the Hells, but I don't know if that is possible, from a lore-standpoint. Also, how do I do this without being an edgy special snowflake?

You should check out the Reborn Soul background. It is Rare, but that just means you need GM permission, which you did already.

Also, for future reference, if you like detailed random backgrounds you could use the Deep Background rules from the GMG, thus avoiding Forbidden Tomes.

In my experience every character is an edgy special snowflake, if nothing else by being an adventurer. The trick is to lean into it in a way that is fun for everyone at the table.

I think the Reincarnate ritual would not work on an outsider because IIRC the death of their body is the death of their soul.

Of course a GM can go past this.

To avoid the whole outsider issue, I thought of using a First World denizen with the Fire trait.

Maybe a powerful Tor Linnorm died and had the ritual cast on them by incompetent underlings, or were punished by the inscrutable Eldest of the First World and cast into a Gnome's body on Golarion.

I cannot help but giggle at the idea of a destructive ubermighty First World powerhouse' soul housed in a meek mortal's body.

Alternately, a mischievious baby Crag Linnorm who escaped his First World baby-sitter's attention just long enough to sneak into Golarion through a magical portal but ended up there in a Gnome's body.
