Wearing robes and armor

Can someone wear robes and armor at the same time?
In this instance, it's a chain shirt with Sleeves of Storage, a worn garment described as "This loose robe has wide, voluminous sleeves that each contain an extradimensional space".

The Item Usage rules are what govern this.

Armor (I think) has Usage: Armor. But I am not finding where it says that, so I may be wrong about it.

But in any case, it isn't going to conflict with the Sleeves of Storage which have Usage: worn garment.
